California has released some new guidelines that will offer hair salons, nail salons and barbershops the option to operate outdoors. Governor Gavin Newsom anounced this update to personal care practices in a Monday, July 20 press conference.  

It says that outdoor operations may be conducted  "under a tent, canopy, or other sun shelter as long as no more than one side is closed, allowing sufficient outdoor air movement.”

According to the state's site on COVID-19,  "New state guidance clarifies what services you can get outdoors. Hair services are allowed, as are services for skin care, nails, and massage. Other services which require a hygienic environment (tattooing, electrolysis, piercing) cannot be performed outdoors."
